How this project fits Oman's national direction.
Oman Vision 2040 is organised into national priorities grouped under its main pillars. This project speaks directly to three of them.
This priority commits Oman to protecting environmental quality and managing natural resources sustainably. At-berth vessel emissions are a direct, measurable pressure on local air quality along the Batinah coast. Capturing NOx, SOx, and particulate matter at the berth — rather than releasing them into the air above Sohar — addresses that pressure at its source, and extends the environmental logic already embedded in Sohar Port's Green Award and Environmental Ship Index rebate schemes to vessels those schemes cannot reach.
The Health priority targets improved health outcomes and a healthier living environment for Omani citizens. The evidence from Sohar itself makes this concrete: severe-asthma rates among patients living within 6 km of the industrial complex are roughly four times those in communities more than 12 km away (Al Okla et al., 2024). Reducing one avoidable source of respiratory irritants in Ghadfan, Majees, and Falaj Al Qabail is a health intervention as much as an environmental one.
This priority focuses on strengthening the private sector, attracting investment, and deepening international partnerships. Bringing in STAX Engineering — an international provider already operating under California Air Resources Board authorisation at major United States ports — is exactly that kind of partnership: it imports proven private-sector technology, creates a new service market at Sohar Port, and positions Oman alongside jurisdictions that have already regulated at-berth emissions. Clean-port credentials increasingly influence where cargo goes, which makes this an investment in Sohar's commercial competitiveness as well as its air quality.
